There has been a lot of changes to gamesalad over the years and I had moved on to Unity. I have some products I would like to revisit that I had in gamesalad, but at the time when publishing through this platform GameSalad would release the game under their app account and on the community portal. Is this still the case? Can I choose where to publish and not have to worry about my product being distributed without my permission?

Yup, they cancelled that idea after the community kicked off. You can still publish under your own name
