how do i constrain something to a place no matter the angle?

hi in my game i want to have the effect of a guy holding a torch so when the actor is facing 0 degrees the torch is at -20 pixels on the y axis and +20 on the x axis, so this is what i set for the particles coordinates, this work good but when the player changes rotation like to 90,180 or 270 the particles are out of place.
