Hi guys,
I don't own any android phone or tablet yet, but I just wanted to know if you can publish a game for Samsung Galaxy S3 phones, for example.

You can publish to any platform with a pro license, but I wouldn't recommend publishing anything without actually playtesting it on the target device.
If you literally can't find anyone with an android phone (hard to imagine), then you could possible ask others on the forum to play test your game.
