Replace loading_spinner.png?

Ok so I have been wanting a custom spinner for a LONG time now and it seems that everyone else wants one too, so my question is couldn't you just replace the loading_spinner.png or is that against the terms and conditions? Thanks in advance!

Editing the XML file or any such modifications are against the TOS and could result in loss of publishing privileges.

I feel like it shouldn't be a huge undertaking to give us the option to change an image.
