Sometimes a good way to start learning how to draw/paint/etc is to trace thins. So for instance take a favorite character of yours, load it into an art program and begin using different tools to draw/trace over it. You'll begin to get an idea of how things are made. I'm NOT saying trace an image and use it. I'm saying train urself by tracing. Just a suggestion. Good luck!

If you are new to Inkscape or vector illustrations in gereral i would suggest starting with the earliest pists and read up on the basics. Enjoy!
On a more serious note - you can hire someone to make the graphics for you.
It's a profession, a skill talent. Not everything can be learned from a tutorial.
