    Well for the coding it has to be good it depends really but about £20h or overall I need to decide

    Would this be a work-for-hire agreement where you own all final assets/code?

    The controls would be dual stick setup 1 to move on the left and 1 to fire on the right with a touch to collect enemy weapons it will have only 2 enemies on the scene to start but then it will slowly get harder with more enemies. I also want it so the different enemies are all the same strengh ect but can spawn with a random weapons in hand which they drop when you kil

    For a project this big you really need to come up with a detailed design document stating exactly what you want. Any professional coder is going to require it before giving you a quote. It's the only way to ensure that everything is completed as requested and changes are not introduced along the way.
