Run to completion means that make sure that thing happens no matter what!
So, if you had a thing where if you touch and held on a button, then After 3 seconds play sound, if you don't hold it down for 3 seconds, it wont play sound.
But if you had run to completion, then it would play the sound 3 seconds after you touched it, EVEN IF YOU LET GO.
***As for your current example, Actor 1 has to be touching actor 2 for 2 seconds before it switched to scene 1, UNLESS you hit run to completion!
