Audio Re- encoding Question

I asked this int he Pro Section but have yet to get a response from 11 views. So Ill ask some of you in the free section.

Im looking for a good audio encoding software. Im asking for opinions on the best. I have found a awesome 4 minute audio file that I want to use, Its MP3 and 3.5MBs in size. I want to know what format is the best in reducing size and keeping best quality it can. Any ideas? Same way imgoptim works on pngs Im looking for something to do this to audio files.

    Personally, I use iTunes to convert audio files. Gives you decent control over the parameters of the file, and format.

    I don't know if there is something out there that will compress better than something else, without a audible difference in the quality.

    Edit: And I always go for the native music format in GameSalad (AAC/.m4a) But for SFX (.ogg) output I use Audacity or just use an .mp3 and let GS convert it.

    Audacity will be your best friend there.

    Lots of conversion options and other useful audio settings to tweak for your files like resampling and changing your file to mono.
