Pending Issuance certificate long wait?

followed the directions to get setup with a certificate on the Provisioning Portal
and submitted my certificate and reading the different directions out there it seems like hey
hit refresh a few times and the link will appear to download your certificate.
hmm.. been waiting 2 hours now :)

any average wait time out there you think for getting the certificate link

    itunes.connect has been acting up this morning

    May have something to do with hit.

    If you hit refresh and the download button is there you did it correctly

    hit refresh like 100 times. lol.. aah well.. i'll keep checking

    Well.. finally approved on and on itunes connect - manage contracts.
    Is this where i set up my banking information? because it doesn't let me.
    and says my contract type is for free applications?? say what?

    how do i set this up for selling my app for .99

    I believe i need to 'Request a new contract' but can't find that option anywhere
