Provisioning Portal Maintenance?

I know there was maintenance going on yesterday, for creating Provisioning Portals but mine still says pending.
The notice for maintenance has gone now, so I tried deleting them and redoing them but still say pending.
I also tried refreshing page.
Anyone else getting problems or no if maintenance is still under way?
