Google Play Store : Fake Reviews / Paid Reviews / incentivising reviews for apps

I've read the policies on Google Play Store and it looks like they don't mention anything about rigging reviews, paying for reviews or incentivising reviews from customers.
Does anyone know if they are discouraging developers from these approaches to boosting review volumes?

    Y'know, I hear making a good product is the best way to get good reviews, as opposed to paying people to shill for a crap product.

    I was offered 500 good reviews for a certain amount of money. I told them "no thanks" in much less polite words ;) it's totally obvious when this is done and you could hardly be proud of your work if your reviews are all fake. Nothing wrong with friends and family reviewing, as long as they are honest! I like to use he reviews as feedback on how I can improve my games :)
