Problem publishing to mac for the first time

When I'm signing my app its saying no mac developer certificates found, this is the first time iv tried publishing to mac so i'm a bit unsure whats going on.
I click on mac developer program and get this message:
Either your not part of the program or do not have required priviliges to access this page.
I thought the publishing for mac was the same as iPhone,iPad?
Could someone help me with this
