    I would personally go with anime studio pro. If you draw with a Wacom Tablet (Bamboo etc.) and want some excellent drawing tools that are unavailable on ANY version of photoshop, I would also recommend Manga Studio x4. (That's the version I have, but it may be up to five now.) I haven't tried the free version of Manga Studio, but you may actually find the same fluid pen tools in that as well. Of course, these tools are really only useful if you use a pen tool, but they still work with a basic mouse configuration.

    Well, if you can draw in Illustrator without a tablet, then technically you don't even need any particular animation software. (meaning -- that's pretty darn good -- ha, especially if your icon character is what you drew with your mouse. I personally need a pen tool.) Anyhow, I didn't know Flash programming language (which I don't, but you may) would be to download and try out Anime Studio Pro for free. You can't go wrong with a 30-day free demo to see whether or not it's for you. You may also only need the lite version of the software, which is much cheaper.

    side note - it looks like the same, or similar drawing tools, that come with Manga Studio are also available with Anime Studio Pro.

    Anime studio pro is a good option and there are tutorials out there for it. The first character I animated I just did it in the software moving it frame by frame that is the harder way to do it... but it does make you appreciate something like Anime studio pro more. I would start off doing in illustrator and see where you get...

    @PixelPun i was hoping to use a bone rigging method, or something similar so i could get smooth movements

    You might want to check out www.brashmonkey.com they have a tool called spriter that is still free I think and is used for animating already made figures.

    @Jordeyy

    If you know how to use Cinema 4D, you know how to animate. Personally, I use After Effects for most of my animating, and it's probably what would work best for you if you're familiar with C4D. Otherwise, Flash would be a good option.

    @Jordeyy i model my art in 3d but then set the perspective view to right or left and render out to a png sequence. i've had some good success.

    Since you're already comfortable with Photoshop, then Anime Studio Pro would definitely be a good choice. More often than not we would be using this combination and the compatibility between the two software is convenient (e.g. after you start using a PS file in Anime Studio, you can still edit it and saved changes are automatically reflected in your project).
