how do i create a scrolling small menu?

hi, i am running out of space in my scene, and i still need to place 18 actors, so i can fit 5 actors on the right side from top to bottom, what i want to do is be able to scroll up and down on that part of the scene so i can show more actors but in the same time be able to touch that actor when iam not scrolling up or down, i will appreciate any help guys thanks.

    there's probably a 100 ways to do this and thats up to you so i don't know how you want to scroll, a swipe, a arrow, move finger, tilt device etc etc etc... if u want to throw a arrow button some where just have it move an actor that controls camera..

    with the finger ,kind of like right now when using the web with the mouse, move up and down but only in my vertical menu and not the whole scene.
