Rule and Behavior Order of Execution

For an individual actor, can we expect any specific order of execution of its rules, or the behaviors in those rules? Is there a top (first) to bottom (last) order implied, as they appear in the editor?

I don't have a requirement for such in any current work I'm doing, but wanted to know what to expect if the need (or an issue) arises.

Just curious.

    All the behaviors happen. Ones at the top usually happen first, but may not always be the case.
