Slow scrolling background?

How do i make a background kinda like tiny wings, where the background moves with every thing else, but slower?

According to this video it's just a Move behavior or simple camera speed:

I think you mean a "paralaxing" Background? where you have a foreground image and a background image moving at different speeds?
