Twang flick movement help needed.

Hey, I hate to ask as everyone's busy.
I've been playing with all the examples mentioned here in the forum but have yet to get this working right so I thought I'd pick some brains.
I'm trying to create a twang (not unlike a ruler on the edge of a table) so with your finger you can drag downward on an actor from a horizontal position and when you let go an actor on top gets flicked upward. So depending upon how far you drag (rotate) the horizontal actor down that affects the strength of the projected actor. So it's a rotation for sure and the center of the rotation can be off screen.
I'm sure I can have a collide to keep it from passing the home horizontal position but the touch and rotate is what I'm having trouble with. I'd like it to be reasonable interactive with your finger, rather than on a timer, so the player feels more in control.
