Anyone have a suggestion for a free photo editor?

I want to fix up the GUI on a few apps I made but I don't have the money for photoshop (I'm only 13). Anyone have suggestions for a free photo editor? That and since I'm still somewhat new to developing (I've been developing on and off for about a half a year) would another newbie like to co-develop a few apps with me and a couple other people?
