Two Touch Areas

Hey guys,
I am trying to have two independent touch areas.
I have searched far and wide for an answer for this. I figured I could find a good 2-player air hockey tutorial or template to get me in the right direction.

While my game isn't air hockey, it does need two independent touch areas. One is a control area for one touch and a targeting area for another touch. I have the systems working by themselves using the mouse, but I can't get them working independently using touch. Below is a illustration of my game layout. It is kind of a platformer with a targeting system. (there is no "fire" button. If the reticle touches an actor it does what it is supposed to)

These touches need to work simultaneously, as both finger will be on screen most of the time. I figured this would be a simple assigning of touch areas to invisible actors, but maybe not.
