optimal strategy for universal ios screen resolution with overscanning

I'd like to make a game that works as a universal binary on iPad, iPhone5, and iPhone4. I'd like to use overscanning to make it work on the various resolutions so i have no black bars.
Does anyone have the right resolution strategy for making this happen?
