Make one actor rotate another actor?

I am working with the cannon default, I was wondering how I could make one actor (A up arrow) rotate the cannon up, and the other actor (A down arrow) rotate the cannon down? Is this possible? If not, what would be another way to go about doing this on a iPad or iPhone?
