I need help on actors controlling the camera

in Working with GS (Mac)
I was making a game and when I wanted to my main character to control the camera, it worked.
Now I tried a different thing so that the arrow keys on the screen and the main character would always be on the screen, but for some reason nothing worked. When the main character moved, it went off the screen and only the arrow keys would stay in the screen. how do I make the arrow keys and the main character control the camera at the same time?

    you have to go into the layers and make a new layer and set it not scrollable and drag the arrows in to the non scrollable layer
