Sounds like the kind of idea one has with a group of friend while mildly intoxicated. kinda like "we should open a bar!!!"
Take a step back and try to think of just some of the legal nightmares this kind of project would create.
And don't feel bad. At least once a year someone posts one of these threads

Practically speaking, just consider this one element of your idea:
"A project is posted for any one to download and edit. Once that person edits the project they would re-upload the newer version."
Okay, so we get 25 people ready to work on the project file. Say 10 of them check and see that the file is ready for editing. So they download it. Each person makes their own edits and gets ready to upload it. One person spent three hours adding new levels, but unfortunately they uploaded it twenty seconds before another person who spent 2.5 hours having an espresso ~O) and half an hour drawing a title screen. All of that work is wiped out. Or do they each upload a separate copy and therefore there are now 10 individual files with different names... and then how do other people pick which file to edit and which one is the "most current" and.... aaaaaaaah ~X(
When I do consulting for clients who want GameSalad apps built, I often co-create with them because they may add a few things between major "builds" of the app. It's a minor hassle just to coordinate project-sharing between two people. I can't imagine if that number were to swell.
@tenrdrmer I agree. Plus I don't think people will be motivated to work without some kind of compensation. Especially if they significantly contribute to the game

Yeah, good idea, but unfortunately not feasible
However, if you want to do teamwork, team up with select people on the forums, and collaborate like that.
