Ball will not accelerate (push) off of flipper

When the ball collides with the flipper and I rotate the actor(flipper) at a set speed it does not accelerate. I've messed with the gravity , density ,bounciness , and even placed a self integer attribute on the ball so flipper can detect the collision of the ball by the pixil . But I am missing something to push the ball off the flipper . Is it a rule I need to add to any of the actors a game attribute . I'm so close it's driving me nuts .

Any input would be great thanks .
