Change of some values when restarting GS creator

Hello everyone.
I have Windows Creator.
I've made one rule. It will start after 0.3 seconds. When I save project and exit, after some time I restart the creator, and it says the rule got 3 seconds not 0.3.
Question: why??

There's no explanation for rules changing themselves other than a bug in creator. You can report it here to bring it to the GS team's attention:
