Clock like motion

This is the best way I can describe this.

I want to make a clock, but I want to be able to touch one of the hand and set the time to what I want it to be.

Is there a way to make is so one end of an actor in "pinned" down and the other end can rotate around it?

    Most of my demos feature such a concept:

    Check out the chainsaw or the lightsaber demo projects. You would just need to change the X/Y offset of the chainsaw/lightsaber to zero to get its inner-most end to the rotation point (instead of a bit away from it as they currently are - the X/Y offset).
