Background that "swipes" with your finger

Hello fellow programmers,
I am creating a game in which i have a background three times the size of the iphone screen. I want the background to "scroll" with my finger. I dont want the background to move, but i want the camera to move. For instance... let's take clash of clans, the background sorta moves with your finger. I'm assuming this is possible with Gamesalad, but i'm not completley sure how to do it.
