hi, i have a game that was made in iPad portrait for ios universal and should work for iPhone 4 and 5, but i want to publish to android now,so do i upload this iPad project?

Basically yes there is no difference between creator project types other than the scene size. Remember you have to test on a device to see how the crop is going to look depending on the screen size of the device.
