Actor Rotating Issue

Hello, I have an actor (Actor 1) where I want the image to rotate, and not the actor. I have made another actor (Actor 2) that will constrain to the position of Actor 1 and it will rotate. The only problem I have with this is Actor 2 will not rotate.
Any help is appreciated
