Best Android Device for testing?

Does anyone have a recommendation for a good Android device for testing? Can you test on an Android phone without having a plan?

    id get a kindle fire personally. they are cheap and no you don't have to have a plan to test your apps. you can probably buy cheap straight talk phones out of the vending machines if you want to.

    Nexus devices. They are very cheap and have excellent specs, especially the nexus 10 and 4. Or you can go with the kindle.
