I think as long as your terrorists are "generic" and not "muslims" or "jews" or "whatever"...then you are fine. Terrorist is simply a modern word for "bad guys". In the 40s the term was "Nazis". Notice how WWII games today use the term "Axis" instead of "Nazis" or "Germans" because of the desire to not attach the game to the negative connotations associated with anti-semitism (Nazi practices) or to make "Germans" in general the enemy...as Germans are not bad people.
Just stay away from being malicious or ill-willed and don't pick out a specific race or culture and just make them "non-descript" bad guys. Stay simple, general, and non-offending.

Will the bombers be wearing turbans and/or tunics or riding camels? Or will they be wearing more generic clothes and driving mercedes. Are the Israelis the victims...or are the victims a fictional race and country. Its all in how you depict things...you want to avoid potentially offensive stereotypes if possible.

I think you will be fine but i am not apple and neither is anyone here If it gets rejected you will be pissed. Personally i wouldn't set myself up for that

although you might try to stay away from being 'malicious or ill-willed', not all people will interpret your game as such.
