Problem: I have 2 intersecting actors and 1 touch makes them go off.

I've got two actors in my scene one is above the other. The behind one is a big box and the in front one is a little box. My thought was if I put on above the other in the scene layers the touch won't register through them. It does setting both actions off and causing a massive game problem. The behind actor can't be moved and the in front actor will pop in when the player gets a power up and go away once it's used so I can't build the behind actor around it because there will be a hole in the control button.
Is there a way to make it where one will register at a time depending on where you press? I have both of these running off a touch -> pressed rule to go off but I'm really stumped as to how to go about this.

That image describes my problem a bit better, the green is the below actor and the bomb is the top actor.
I just want it so when you press the bomb the green actor doesn't go off as well.

There would have to be a trigger in the bombs rule.
