Apple Developer License Required?

I had this a few years ago but never renewed it. I need to upgrade my MacBook in order to run GameSalad. The only reason I would do this is for GameSalad. So I just want to know if I can still use the software and not be an Apple Developer?

Pretty much I am going on deployment in the Navy next month and going to dedicate some time to learning this software. All I need is the free download here in order to make stuff locally and test on my device correct? Not planning on publishing anything for a long while.

you need the apple developer account to test on a physical device.

You can use the Creator for free but come time to do any iOS device testing you must have a dev license. You can use the android viewer for minimal testing without a pro license but you won't be able to do any android publishing.
