Which is better? Lots of actors with fewer rules or very few actors with one that has a LOT of rules
Is there a better way of going about this? Is it better to have lots of actors in the scene (about 60 of them - all invisible) with a handful of rules on each? Or to have a few actors and one of them has a lot of rules?

I always have an actor called "Round Rules" in my project. This actor contains rules that apply to the overall game. By the end of development, there are a lot of rules in this actor. I do this so I don't have to go searching for a specific rule when I'm in a time crunch or nearing the end of development. If you place rules that control the game in different actors, they can be hard to find, and can cause problems later on.
All of that to say: You could have multiple "Round Rules" that control different parts of your games, but I wouldn't create a new actor just to place 3 rules in it. I think I'll go for your suggestion of using a couple of 'Round Rules' actors that should spread the load a little. I'll see how far I can push it with one and then put the rest in another, and then another etc.
