Layers and Player created layers?

A fun question for everyone, I have been wracking my brain and poking at the forums and GameSalad itself for a solution to a special feature I want to include in a game I am working on.
Everyone creates their own actor in the beginning, choosing color, race and gender as well as naming this actor. (Is that possible?)
the more interesting, Layers, I have saw a few places that allow you to basically paper doll your actor, you can then download a template custom colorize it, upload it to the site for the admins to approve and "plug" or deny. You can then apply this to any player actor in game as long as they are 1) in possession of this one 'custom doll' 2) actor is of same race and 3) actor is of same gender. There is only one of this item unless the player purchases more copies to be made, however many copies are purchased are what is available in game, they can sell these custom dolls to other players I the game or keep them for themselves and use them when they want. They aren't disposable, meaning you can remove the custom doll from the actor, restoring them to their original appearance. given these would be in game template purchases for any player to customize would require a daily to near daily update of approve files being added.
I know this can be done in HTML5 but what about iOS and windows? Ultimately I would like this game to be playable on any platform (save for gaming consoles of course) but how can I achieve this? Is it possible?
Further more is it possible to have everyone playing on the same "realm" regardless of platform?
