Help - Pixel art images resolution

I'd like to make a pixel art game, but the images to look like pixeled must be 4 time smaller (284x160 the background). The question is: do I must do the images 4x smaller or make a pixel 4 time bigger? I hope you'll understand what i said

You'd want to create high resolution images that 'look pixelated' so you'd want to make your pixels larger.
