Can I publish my game to the two stores android an appstore
I mean that if I publish my game to appstore there are no rules in the terms of use prohibiting the publishing in android store

You can publish your game to anystore as long as you sign up with each store as a developer. you need to be a Pro user of GS to publish to Android.
