Before I start - IOS and Windows XP

Before I spend time reading and learning that may lead nowhere. Can I create an IOS application that I can test on my iPod touch, using Windows XP if a have no access to a Mac computer? If so, and I then pay for an Apple developer ID, can that app be put on sale in the Apple store?

You test your created app directly on your computer, that's the whole point of having a mac and a windows download. And yes, with the free version you can put your app on the app store. There are some things you cannot do including in-app purchases and the use of game center, but you can still put it on the app store. You just can't create the app for Android unless you pay for the pro version.

I believe you need a mac to upload iOS games to the app store. (You upload it through an app called Application Loader).
Edit: If you really don't have any access to a mac, then you could always use this website: http://www.macincloud.com

OK thanks - that seems ok. Yeah I realized I can test on the WIndows desktop. In a pinch I can get a Mac, but then I would have to lean how to use it also, and I have to much on my to do list as it is. What I'm planning on doing is not strictly speaking a game, its a prototype for an interactive learning app, and after I picked up the book on Game Salad, it looked like much less work then using the normal ios development tools. I'm a programmer but I only develop Windows desktop applications.
