Best way to build levels?

Hey guys!

This might be a stupid question, but
I have started to build my levels by using 64x64 blocks, but Im getting a lot of actors in every scene (around 60 visible, but not movable or collideble) Is it better, performance wise, to try and make all my levels as one background image and set up everything (colliding) using invisible blocks? Not sure if thats actually possible, because then i cant move stuff around. :)

How do you do it?

umm for levels im really bad and i make 1 scene for every level and 1 scene for every level selection. i also make my backgrounds the same every single time. =))
this is a bad method though.

You can also tile the actor so the bigger you make a block the tile will fill it. It really depends how your game works or how you want to interact with them. You could do a nice background scene and use invisible actors for collision (like ground) for instance.
