In that video, when the player is shooting the enemy that looks like an animation to me. You could create that as a frame based animation for use in Gamesalad.
Also if you did want a more 'random' pixel explosion you would use particle effects to do that like I did in the game below. In the video below, when the player shoots the asteroids it triggers a particle effect explosion.
