iPhone Puzzle Game Help?

I'm trying to make this game and since I'm a new programmer I guess you could say I'm having trouble doing it.
I'm use to making websites and stuff but not programming,
I'm trying to make a puzzle game where the image is shown in full then is scrambled and you have to swipe the puzzle pieces to try and get back to the original image but I am having trouble making it I've gotten all the images and know how it will look like scrambled and stuff but need a bit of help making it or some idea of where I can learn how I can make it I will attach and image showing what I am talking about

I dont think he wants that kind of puzzle. look at images the you will understand.

I hate those things! I've broken many of those toys taking the tiles out to get them in the correct order.

Getting back on subject though, I'd imagine that they would be quite easy to do with a table. When you try to move it one direction check to see if the cell next to it in that direction is empty or not.
