"Comment out" / disable rules

I don't know if I am still banned or anybody can see this, I just hopped in to make a suggestion.

For easier bugfixing I wish a feature to disable / "comment out" rules in my actors.
To delete and rewrite them every time I want to try something is not really productive, but very time consuming.

There are probably many user-friendly ways to implement this, but I can think of two implementations where I'd be happy...

One where rules can be nested in a NOTES behavior, and thereby disabled.

The other would involve an "active" check-box on either end of the description bar.

Both would be even better! The first would still have a use in tutorials and the like.

+1 for being able to temporarily bypass a rule (eg button at top left next to name, turns alpha of rule to 20% etc and disables it from being processed)
