harpoon ? / tether effect?

Just seeing if anyone knew how to make a tethering style harpoon. I would love a vectored rope but would settle for a stretchy rectangle. So how could I harpoon and tow something?

You should be able to tweak it to a harpoon pretty easily, but yeah, dont kill any whales!

Its not for any specific game. just seeing what the more experiecened members might suggest.
