You would put your controls on a non-scrollable layer to stop them from scrolling with the camera.

im trying to enable no scrolling but the checkbar is disabled, why?

I don't know, are you trying it on the entire layer or just the one object?

You need to do it to the full layer, don't think it works on an object by object basis.
