Rotation/Camera Center/Layer confusion (throw in a little HUD?)

Hello -

I have a bit of a confusion with all of the above going on at the same time.

(1) I would like my main character to always face up (head pointing to top of display, in landscape mode) while the "world" around it rotates, as opposed to leaving the world still and rotating the character itself.
(2) Additionally, the character will always have camera control (be in the center of the display).
(3) Finally, an action button has to be on the screen at all times (what many call the HUD).

How would I go about this? I've searched for a topic/post on this, but I've yet to find one that covers all three items above. I understand you could (should?) do layers, but am having problems separating rotation from orientation (keeping the character's head to the top of the display).
