how to make level maker?

So, ive seen games made on gamesalad that have level maker or level creator, anyone know how to make that?

    lots of practice:)

    it's not going to be a quick task. You'll need to someone create a toolbar with all available options, and a table or two to track new levels and their contents.

    shouldn't be terribly difficult, but I imagine it'd be time consuming.
