Questions about templates

These are some basic questions, but this is the first time I have been on here in months.

If someone buys a template, it's theirs completely? Correct? Ie a person can change the graphics and game play, and upload it to Itunes to sell since it is theirs?

    yes they can change the graphics, sounds etc and upload them to the app store.
    i have a few templates i create myself and sell
