I've done a couple HTML 5 projects and not had this issue. Have you tried it in all/multiple browsers to make sure it's not an issue with just one?

Yep. Tried it in multiple browsers. Next, I'll try publishing it to see if the published version has the same bug.

Circle collision shape does seem to work in published html5 games. Just not in the preview mode within the creator or when the creator sends it to preview in a browser.

GS is currently not looking at optimizing HTML 5 any further.
