I can't submit my app for development until December 28?!

i was following the steps to develop my app and i got to the iTunes step, i went to iTunes connect and it said its not available till december 28! is the only way to publish your app through iTunes connect?? because I'm making a christmas app and i couldn't develop earlier because i was running into a lot of problems with Xcode:( i need it to be developed around christmas if it can't be on christmas!

it didn't go down, they are on christmas break, it's happened the past 3 years.

if you didn't have your game finished and submitted a week and a half ago you had no chance of getting a christmas app approved before the holiday shut down anyways. doesn't matter that it just closed yesterday.
