How do I make a scrollable touch controlled actor in the Y axis

Hi everyone. Can anyone explain to me how to make a touched controlled actor, so that players can scroll down and up to see all items on the scene. and also how to stop it scrolling when reached the end of the actor image so it doesn't look weird.

    I also am not sure how to do this - I want to make a menu that's about 2000 pixels high, but the iPhone is only 568 pixels, hence people scroll up and down to select levels. I assumed that if the scene size is 2000 pixels, then it scrolls automatically, but on the computer I can't use my mouse button to scroll, which makes me anxious.
